In Season 3 finale, we learned that it was Damon who first met Elena. However, it was the wrong time which forced them to separate. Damon ends up compelling to find what she is looking for and to forget about their first meeting. Even though the memories were erased, but connection was never lost. Even Julie Plec spoke about their first meet, she said that ‘Elena’ was touched in her soul by Damon long before the events of TVD happened. In Season 2, Damon again compels Elena after expressing his true feelings to her. He gives her the necklace which Stefan gave as a gift to Elena. Despite knowing the significance of the necklace, Damon returned it to her. After confessing his love, he compelled her because in his heart he believed that he doesn’t deserve her.
