While hell might seem chaotic, but there’s an order and hierarchy in hell. There are different sorts of demons in hell who are classified based on their power and abilities. The Princes, White-Eyed demons, and Knights are at top tier whereas normal black-eyed demons at the bottom. Also, there are crossroad demons who offer deals to humans. They fulfill the wishes of humans in exchange for their souls which are collected at a stipulated date.

Crowley started off as a cross-road demon who would become the King of Hell. In his regime, he ensured that hell operated efficiently and systematically.
